IPPC Design Docs / Messages: Errors, Warnings, Success

Error, warning and success messages should go directly beneath breadcrumbs site-wide. To identify items causing the problem ideally a class="error" can be assigned to the problem item itself (along with class="icn-error" to the item's label if possible), OR class="icn-error" can be assigned to a note directly beneath the item.
